The German Startups Association has drawn up an 8-point plan to make startups an important topic for the future in the course of the upcoming federal elections and to develop a comprehensive startup strategy. We have summarised the most important points of the position paper in this article.

More capital, more deep tech and less bureaucracy required

“Startups must become a top priority. Their innovations are a decisive lever for pulling Germany out of economic stagnation,” is Verena Pausder, Chairwoman of the Startup Association, commenting on the initiative. The eight proposals contained in the plan, also known as Startup Strategy 2.0, bear the following headings:

  1. mobilise more private capital for more growth

  2. attract the best talents in the world to Germany - and keep them here

  3. enable Startup-in-a-Day and reduce bureaucratic hurdles

  4. make digital transformation a strategic priority

  1. promote deep tech: Strengthen spin-offs, enable scaling

  2. facilitate public procurement and make the state a driver of innovation

  3. understand diversity as a success factor

  4. strong startups need a strong Europe

Among other things, the paper calls for incentives to be created for private capital for startup funding, the WIN initiative announced in September 2024 and future funds to be expanded and attractive exit channels to be made possible. Another key point is the strengthening of deep tech. This includes simplifying and accelerating company spin-offs from research and universities, facilitating the financing of deep tech production facilities through state guarantees and the voluntary commitment of universities to use at least one percent of their budget for spin-offs. On the government side, the digitalisation of administration and a reduction in bureaucracy should facilitate and accelerate the founding of startups.
