GovTecHH - strengthens cooperation between Hamburg and startups

The Government Technology (GovTecHH) project seeks to accelerate digitisation in the public sector. It promotes and intensifies co-operation between external innovators, especially startups, and the City of Hamburg focusing on the public sector. GovTecHH is the first point of contact for startups that wish to work with the administration. The project is set to last for two years initially.

GovTecHH targets innovative companies, science and voluntary work in those fields and those offering digital products and services in the broader sense. Those behind the projects, authorities and state companies identify new kinds of problems and look for suitable solutions and involving startups. GovTecHH also helps design the co-operation and assists all those involved with market exploration right up to legally-compliant content. Unlike previous projects, GovTecHH takes into account that startups and external innovators have frequently not been involved in market investigations to date.

Opening up innovations and technical innovations for the public sector is one of the main means of doing so. Startups’ efficient, fast solutions are too often disregarded. We want to change that via GovTecHH project."

As chair of the IT Planning Council, Hamburg backed an initiative to strengthen co-operation between the administration and external innovators and startups last year. The final report by a working group managed by Hamburg can be found here. It highlights among others, funding and "startup-friendly" tender conditions.

"Co-operating with young companies and other external innovators offers the public administration an opportunity to leverage potential and accelerate digital and cultural change. Nevertheless, examples of co-operation between startups and public administration in Germany are rare. Strengthening this co-operation through GovTecHH has a financial gain for the digital transformation of Hamburg's administration."
