I am searching for a Tech Expert, that knows how to set up a platform model.

I have a unique platform idea, how to re-structure the digital newspaper´ s presence. Therefore I am searching for a Co-Founder or Partner, that is expert in Tech. I need someone who is able to set up a new platform or marketplace and knows how to programm and sell an App.
